The supplier must submit a comprehensive campaign concept, including a detailed media plan. Ensure that your proposal aligns with the requirements outlined in the RfS, which will determine the quality score of the proposal in the evaluation process.
The supplier must also submit an economic offer based on the time required to execute the proposed campaign concept. The offer must:

Use only the project team profiles listed in the original tender.

Use the same hourly fee rates per project team profile as in the original tender.

Specify the required profiles and corresponding work hours for executing the proposed campaign.
The total cost of project team profiles will take a part of the project budget. The remaining budget is to be allocated to media buying across third-party channels based on the proposed campaign concept. Please provide a detailed media budget breakdown per channel, including the agency commission fee, which must also match the rate in the original tender.
The combined total (team costs + media buy + agency commission) must not exceed 160,000 EUR.
Regarding the promotional package for partners, we recommend submitting a separate economic offer following the same structured approach. In this case, the combined total must not exceed 30,000 EUR.
Note that for the financial evaluation, ETC will consider the sum of the total project team cost and the agency commission across both offers (campaign and partner package).
