RFP Media strategy, planning, buying, monitoring, and evaluation for the promotional activities of ETC – Q&A

Below is the list of questions and answers about the technical specifications of this procedure. The deadline for submitting questions is 6 August 2024 at 14:00 (CEST).

Any interested economic operator fulfilling the criteria outlined in the Technical Specifications may submit a tender in response to this call for competition. This call is open to a wider range of participants, not limited to those already accredited within the European Union.

Both options are viable. In order to meet the selection criteria, an economic operator can submit tenders as a group of economic operators and/or use subcontracting.

A joint tender is when a tender is submitted by a group of economic operators, two or more. In such a case, the group as a whole is considered a tenderer. The tender evaluation will then consider the combined capacities of the economic operators in relation to the requirements specified in the Technical Specifications. In this case, each economic operator must submit an ESPD, separate from the one provided by the consortium leader.

Subcontracting is when the contractor enters into a legal commitment (subcontract) with one or more economic operators to deliver part of the work, service or supplies described in the tender specifications. The tender evaluation will then consider only the capacities of the main economic operators in relation to the requirements specified in the Technical Specifications. Subcontractors do not need to submit an ESPD.

The offer must clearly state whether each entity involved is acting as a partner in a joint tender or as a subcontractor.

Under Article 58 (4) of directive 2014/ 24/ EU, “With regard to technical and professional ability, contracting authorities may impose requirements ensuring that economic operators possess the necessary human and technical resources and experience to perform the contract to an appropriate quality standard.

To prove that economic operators submitting proposals have the technical and professional ability, ETC requires them to provide three reference projects with an individual net media buying value of at least 200,000 EUR (two hundred thousand euro) each, carried out within the past five years.

These references must be submitted together with the application. For each reference, the Contractor must use the provided reference form, which must be filled out completely and accurately. This form is attached as ANNEX 2 to the technical specifications.

The primary advertiser is the European Travel Commission (ETC) through its consumer brand VisitEurope.com. Additionally, ETC may ask the Contractor to design and develop cooperative programmes for partner advertisers, primarily ETC members, who wish to participate in ETC’s advertising campaigns.
